Foreign Trade Zone

The Decatur Foreign Trade Zone #245 was established at the Decatur Airport in 2000 with Decatur Park District being named as the “Zone Grantee.”

In the summer of 2005, the Decatur Park District and the Economic Development Corporation of Decatur and Macon County (EDC) entered into an agreement in which the EDC would act as the administrator of the Zone. The EDC has just recently received approval to activate the grant designation.

Foreign Trade Zones (FTZs) are designated sites where special customs procedures apply. Foreign trade zones in the United States are comparable to so-called free trade zones in many countries, though procedures vary widely from country to country. Foreign goods may be admitted to an FTZ without being subject to customs duties and certain excise taxes. FTZs allow deferred payment of duties until goods are entered into the commerce of the United States. Under zone procedures, the usual customs entry procedures and payment of duties are not required on foreign merchandise until it actually enters customs territory for domestic consumption. Foreign merchandise that is re-exported is not subject to U.S. customs duties. Domestic goods admitted into a zone, in zone-restricted status (for storage, destruction or export), are considered exported when admitted to the zone for other government agency requirements, excise tax and duty drawback.

TIF Districts

There are multiple Tax Increment Finance Districts (TIFs) in Decatur and Macon County.  TIFs provide a means in which communities can financially assist in the development or redevelopment of an area which qualifies for state TIFcriteria.   Tax increment is the amount of money generated by the difference in the tax revenue generated before the property is developed or redeveloped and the tax revenue generated after the improvements have been made.

Infrastructure improvements and financing are available for qualified projects through the City of Decatur primarily for commercial and retail development.

 
Revolving Loan Fund

The Revolving Loan Fund is a low interest loan fund which was established by the Economic Development Corporation of Decatur-Macon County and the City of Decatur and is now managed by the Community Investment Corporation of Decatur. This money can be accessed to assist project financing needs for job creation projects within the city limits of Decatur. The low interest loans range from $10,000 to $200,000.

 
Enterprise Zone

A variety of state and local incentives are available in the Decatur Enterprise Zone including local property tax abatement for eligible projects. The Decatur Macon County Enterprise Zone was renewed in July 2003 and is currently due to expire on July 1, 2013.

Sales tax exemptions on construction materials may be available for eligible projects located within the boundaries of the zone. Approval for the exemption is granted by the EDC Zone Administrator after submissison of the following certification form. All forms must be completed in full and must be accompanied by an approved building permit application issued by the City of Decatur or other recognized body and payment of applicable fees.

Companies who are located within the boundaries of the Decatur Enterprise Zone are entitled to an exemption on the state sales tax for wheeled natural gas transactions. The following form is required in order to claim the exemption.
